Gas Furnace Venting Under Deck

I have a contractor who is replacing a rusted furnace vent on a 15 yr old furnace.

Hello we just finished having a new deck built at our house. Another issue i see is that any exhaust for a high efficiency gas appliance must be insulated when being run in an unconditioned space such as in a garage or running under a deck. The nearest door or window is at least 16 feet away. So now the 4 exhaust vents are under the deck landing.

In short some say venting under a deck is fine as long as there is good venting and the other says it needs to stick out passed the deck by a bit.
